Slovenia’s TPP Šoštanj has completed its first full year operating the district heating public service for the Šaleška Valley, reporting strong operational performance. Over the past year, the plant generated 276 GWh of heat and 1,848 GWh of electricity, successfully fulfilling its primary mandate of providing uninterrupted heat supply to the region. Management noted that overall performance in 2025 met expectations, with production units operating reliably throughout the year. Continuous and secure heat delivery to households and businesses remained the central focus under the emergency legislation currently guiding the plant’s operations.
For 2026, production targets have been adjusted to match forecast demand, with planned output of approximately 265 GWh of heat and 1,519 GWh of electricity, while coal consumption is expected to slightly exceed 1.1 million tons. Plant officials emphasized that these figures are flexible; if electricity market conditions improve, additional generation for sale could be activated, resulting in higher coal usage. They also confirmed that fuel supply is secure, with coal deliveries from Velenje Coal Mine proceeding according to the annual mining plan and contractual obligations. A recently approved coal price of €7.19/GJ is expected to mainly affect state compensation rather than daily operations.
On the commercial front, TPP Šoštanj has already secured sales for a significant portion of its future electricity output, with four auctions held in 2025 selling 73% of planned production for 2026, providing improved revenue visibility. Investment activity continues, with one of the largest projects this year focused on extensive upgrades to the second 42 MW gas unit, including an increase in capacity, similar to the improvements made earlier to the first unit. The combined contractual value of the upgrades for both gas units totals €17.7 million, highlighting the plant’s efforts to enhance flexibility and efficiency alongside its core heating responsibilities.
