State-owned power utility EPBiH has taken an important step in expanding its renewable energy portfolio by formalizing new concession agreements with authorities from the Central Bosnia Canton. The agreements were signed by EPBiH CEO Sanel Buljubašić and the Canton’s Economy Minister Seđad Milanović, signaling strengthened institutional cooperation in the energy sector.
The signed documents cover the development, construction, operation and maintenance of the planned Vlašić wind farm, as well as amendments to existing concession contracts for the Gračanica 1 and Gračanica 2 solar projects in the municipality of Bugojno. The framework establishes closer coordination between the cantonal government and the state-owned utility on projects considered to be of shared strategic importance.
Officials emphasize that this cooperation is intended to strengthen electricity infrastructure, enhance security of supply, and support the expansion of industrial and economic activity in the region. By aligning public institutions with the national energy company, the projects are expected to create a foundation for further investment and long-term development.
The Vlašić wind farm is planned for a high-altitude, uninhabited plateau at around 1,850 meters above sea level, approximately 1,000 meters higher than the Podveležje plateau, highlighting its strong wind potential. The project envisages the installation of up to nine wind turbines with a combined capacity of 50 MW and an estimated annual generation of 112 to 116 GWh.
Total investment in the wind project is estimated at €90 million. In late December 2025, the Council of Ministers of Bosnia and Herzegovina approved draft loan and grant agreements with Germany’s development bank KfW to support the project. The financing package, including accompanying measures, amounts to €38.4 million.
Progress has also been recorded on the solar segment. With approval from the European Bank for Reconstruction and Development (EBRD), the final procurement phase for the Gračanica 1 and Gračanica 2 photovoltaic plants was launched in December 2025. A right-to-build contract has been signed for facilities with a combined capacity of 45 MW, while work continues on grid connection arrangements, land expropriation procedures, and changes to land-use designation.
