The Republic of Srpska (RS) has taken another step toward expanding its renewable energy portfolio. Minister of Energy and Mining Petar Đokić and Luka Petrović, General Director of the state-owned power utility Elektroprivreda Republike Srpske (ERS), have signed a concession agreement for the construction and operation of the Trebinje 3 solar power plant.
The planned facility will have an installed capacity of 53.63 MW and is expected to generate 85.5 GWh of electricity annually. The project, with an investment value of around €43 million, is scheduled to be completed within four years. The concession has been granted for a 50-year period.
ERS has already paid a one-time fee of approximately €430,000 to the state budget. Once the plant is operational, the company will pay €0.0028 per kWh of electricity produced, with 95% of the funds directed to the city of Trebinje’s budget.
This is ERS’s third major solar project in the Trebinje region. The company received a concession for the Trebinje 1 plant in October 2020, a 72.92 MW project with an estimated annual output of 108.7 GWh. Despite plans for a two-year construction timeline, the plant has not yet been completed. In 2023, Hungarian firm Lugos Renewables acquired a 70% stake in the project through a local company.
ERS was also awarded a concession for Trebinje 2 in November 2022. This project shares the same specifications and investment value as Trebinje 3. However, progress on Trebinje 2 has been limited, with only an environmental permit secured so far.
