Montenegro: Qair advances 60 MW solar project near Nikšić

A new utility-scale solar project is advancing in western Montenegro after the Environmental Protection Agency launched the environmental approval process for a development proposed by Qair Montenegro, a local subsidiary of France-based Qair International.

The project, planned with an installed capacity of 60 MW, is proposed for the village of Petrovići in the municipality of Nikšić. According to documentation published by the agency, the solar power plant would span roughly 51 hectares and include 85,650 high-efficiency photovoltaic modules, each rated at 720 W. The panels are from Trina Solar and are designed for large-scale installations.

The initiative further expands Qair Montenegro’s growing project pipeline in the Nikšić area. In December, the Government of Montenegro approved draft urban and technical conditions for another 60 MW solar project by the company, known as Jabuka, planned on land in the village of the same name.

Qair’s most advanced development in the country remains the Rudine solar power plant, a 50 MW project also located near Nikšić. That project received its environmental permit in early 2025 and subsequently finalized a grid connection agreement with transmission system operator CGES. The plant is expected to enter commercial operation by the end of 2028, further supporting Montenegro’s push to expand renewable electricity generation.
